Cross-Border ATM Service (CBAS)

Service features

A service that enables using ATM cards or Debit cards for cash withdrawal through ATM machine from the member bank that signed up for APN Hub – CBAS services in the foreign country of Asian Payment Network (APN) member countries. To help member banks increase their income and avoid the higher service costs that come with the International Scheme, by applying the APN Hub – CBAS service, the member bank that are issuer banks will be able to issue ATM cards or debit cards under the APN Scheme or Local Scheme cards that are not International Scheme cards, and will be able to add their BIN number to the APN Hub system. Cardholders can withdraw cash from ATMs in other countries participating in the APN Hub system. In addition, acquirer banks of ATM machines can also provide cash withdrawals using ATM cards or debit cards issued by a member bank of the APN Hub system from other countries under the APN Scheme and Local Schemes from other countries.

Service model

Example: Flow of transaction between ITMX Switch (Thailand) and KFTC Switch (South Korea)

1) Cardholders from APN member issuing banks withdraw cash via ATMs from APN member acquiring bank using Magnetic or APN Chip cards. The Acquiring Switch then send the cash withdrawal request to ITMX Single Gateway Hub, as in the case that acquiring bank is a member bank of Thai local banks.

2) The card numbers are verified by the ITMX Single Gateway Hub. The transaction will be routed to the APN Hub system if it is a card issued by a member bank and has activated in the APN Hub Switching system.

3) The ITMX APN Hub system verify the card number data to identify the card issuer's country before sending the cash withdrawal request to the Issuer Switch.

4) The issuer switch send the cash withdrawal request to the issuer bank for validation of the request for transaction from ATM across countries in the APN. After processing is completed, the issuer bank must respond to the result via the issuer switch system as follows:

  • 4.1 Approved
  • 4.2 Rejected

5) The issuer bank sends the cash withdrawal response, as described in 4), to the issuer switch.

6) The issuer switch sends the cash withdrawal response from the issuer bank to the ITMX APN Hub Switching system.

7) The ITMX APN Hub Switching system sends response of the cash withdrawal validation result to the acquirer switch.

8) ITMX Single Gateway Hub responds to the issuer bank's validation result while the acquirer bank processes as follows:

  • 8.1 If the transaction is approved by the issuing bank, ATMs will process the transaction as follows:

– Dispense cash from ATM

– Print a slip with cross-border withdrawal transaction information

– Cardholder keeps the slip as a transaction reference

  • 8.2 If the transaction is rejected by the issuer bank, the acquirer bank will send a transaction rejection command that will be displayed on the ATM Monitor screen while returning the card to the cardholders.

Banking Institutions

Qualifications of the applicant

1) The applicant must be a member bank of ITMX's Single Payment System service.

2) The applicant must request for APN Hub Services application and prepare an attachment of the service agreement on providing cross-border withdrawal and money transfer services to the member bank customers from Asian Payment Network (APN) member countries.

3) The applicant must comply with the service's code of conduct and regulations relating to Anti-Money Laundering, Combating the Financing of Terrorism, and Fraud Protection (AML/ CFT) as required by national law.

Revocation of Membership

1) Membership is revoked at the request of the member bank upon cancellation of the APN Hub Services contract.

2) Membership is revoked at the request of the member bank upon cancellation of the Single Payment System contract.

3) Membership is revoked upon the termination of APN Hub Services' membership contract due to the disqualification of that member bank as specified in the contract.

Bank Customers

The customer of the APN Hub Services member bank can access cash withdrawal/balance inquiry services through ATM of foreign countries, including cross broader remittance service under service conditions of that bank. The customer can contact the bank of service directly for more information.

The company's APN Hub Service provides cross-border services via an APN Hub system linked between Asian Payment Network (APN) member countries using traditional technology and the ISO 8583 message standard. The company operates the APN Hub system and handles switching for transactions involving two APN Hub system member countries. APN Hub provides two services: Cross-Border ATM Service (CBAS) and Cross-Border Fund Transfer (CBFT).
